Kate Sours

Kate Sours established Empower Strategies to address the critical need for effective recruiting, people operations, and leadership development in politics and other D.C.-based industries.

Before founding Empower Strategies, Kate built a successful career leading innovative digital marketing initiatives for political campaigns and organizations. Along the way, she discovered her passion for helping teams grow, adapt, and excel. Recognizing that people are the driving force behind every successful organization, she shifted her focus to empowering teams through strategic recruiting, people operations, and leadership development.

As a seasoned recruiter and people operations leader, Kate has achieved remarkable milestones, including building the largest digital team in Republican politics, overseeing recruiting and people operations for a 185-person organization, and training hundreds of individuals and leaders in professional growth and team dynamics.

Kate holds an Executive Certificate in Organizational Consulting & Change Leadership from Georgetown University and is a Gallup-certified CliftonStrengths Coach, a Myers-Briggs Type Indicator (MBTI) Certified Practitioner, and a Society for Human Resources Management Certified Professional (SHRM-CP). She earned her B.A. from American University.

Amber Hegseth

Amber is the Director of Talent at Empower Strategies, where she leads recruiting engagements, partners with clients to identify and place top talent, and helps organizations optimize their hiring processes.

Amber began her career in events and operations before transitioning into people operations and talent management. Across each role, she has focused on creating thoughtful, well-run experiences—for guests attending events, employees within an organization, and candidates navigating the hiring process.

Prior to joining Empower Strategies, Amber served as Assistant Director of Talent Management at The Heritage Foundation, where she led a team responsible for recruiting, performance management, and organizational culture. In this role, she worked across all levels of the organization, from supporting junior staff in their career development to partnering with executive leadership on compensation strategy.

Amber holds a degree in political science from Coastal Carolina University, with a minor in intelligence and national security. Throughout her career, she has remained committed to supporting mission-driven organizations and improving the systems and processes that enable them to do their best work.

David Morgan

David is an experienced recruiter with a proven track record in identifying top talent, managing large-scale programs, and optimizing communication between candidates and clients.

At the Leadership Institute, he led the Campus Ambassador Program, recruiting, training, and managing over 200 leaders nationwide, growing the initiative to its largest size in history. Previously, he revitalized his College Republicans chapter, increasing membership from 30 to over 100, and helped organize one of Pennsylvania’s most successful door-knocking initiatives as part of the statewide board.

David has also gained experience through internships with Duane Morris Government Strategies and a Pennsylvania Senate campaign. A graduate of Penn State University with degrees in Political Science and Communications, he brings strong leadership, strategic thinking, and communication skills to every role.
